The TEST: Understanding the U.S. Citizenship Test

The U.S. Citizenship Test is a critical step in the naturalization process, assessing applicants on their English proficiency and knowledge of U.S. government and history. The test is conducted during the USCIS naturalization interview and consists of two main parts:

  1. English Test – Measures an applicant’s ability to read, write, and speak basic English.
  2. Civics Test – Assesses knowledge of S. history, government, and the rights & responsibilities of citizens.

What Is the U.S. Citizenship Test?

The citizenship test is designed to evaluate an applicant’s ability to integrate into American society by demonstrating:

  • Basic English proficiency (reading, writing, and speaking).
  • Knowledge of the U.S. government and historical foundations.


When Do Applicants Take the Test?

  • The test is given during the naturalization interview at a USCIS field office.
  • If an applicant fails part of the test, they will be scheduled for a second attempt within 60–90 days.

English Test: What to Expect

The English test has three components:

Speaking Test – Assessed by the USCIS officer during the naturalization interview.
Reading Test – Applicants must read one of three sentences correctly.
Writing Test – Applicants must write one of three sentences correctly.

Civics Test: What to Expect

The civics test evaluates an applicant’s knowledge of:

U.S. government structure (Congress, President, Supreme Court).
American history (Revolutionary War, Civil War, key amendments, civil rights).
Rights and responsibilities of U.S. citizens.

Standard vs. Revised Civics Test Versions

  • 2008 Version: 100 possible questions; the applicant is asked 10 and must answer at least 6 correctly.
  • 2020 Version: 128 possible questions; the applicant is asked 20 and must answer at least 12 correctly.
  • The 2008 version is the standard test, but some applicants have the option to take the 2020 version.

What If You Fail the Citizenship Test?

First Attempt:

  • If an applicant fails the English or civics test, they get one more chance to retake the failed portion.
  • The second test is scheduled within 60–90 days of the first attempt.

Second Attempt:

  • If the applicant fails the second attempt, they must submit a new Form N-400 and restart the naturalization process.

Exemptions & Accommodations for the Test

Some applicants may qualify for exemptions or accommodations based on age, disability, or length of U.S. residency.

65+ years old with 20 years as a green card holder → Eligible for simplified civics questions in their native language.
Medical Disabilities (Form N-648) → Applicants with cognitive impairments may qualify for test exemptions.
